- The opening ceremonies of the German Reichstag were held at the Garrison Church in Potsdam, Germany. ww2dbase [CPC]
- Franklin Roosevelt submitted his plan to establish the Civilian Conservation Corps to the United States Congress; it was initially opposed by organized labor leaders and even some members of the Democratic Party for the plan's militaristic organization, fascist appearance, and low wages (US$1 per day of work), but it would nevertheless be passed into law within ten days. ww2dbase [Franklin Roosevelt | CPC]
