U.S.S. Utah had been converted into a training and target ship, that was known to the Japanese pilots, whose instructions were to ignore the ship,but in the heat of battle it was forgotten.

Unfortunately, Utah's last task had been to serve as a target note the protective "doghouses" in place over the 5" guns. This precluded their use against the attackers.
