MAINTENANCE 101:
Designers & Engineers create the machines, but its the mechanic that keep'em flying. Looks like those mechanics are inspecting an Allison V-1710 series liquid-cooled inline engine. The engine exhaust stubs are the improved flattened design. The engine cowling has been removed, to show the two circular coolant radiators above and the one center circular oil cooler radiator below.
Just under the work stand you can see two of the four moveable flaps.
