This picture has been taken in front of the Eeklo townhall in Belgium. A site that remains pretty much unchanged till this day, there's even still a billboard against the wall. In the picture there is the appeal 'steunt winterhulp'. This translates as 'support winter-help', an organisation set up by the Germans to help the poor.
