The man standing to the viewer’s right three people from Halsey in the front row is Gen Walter Krueger, commander of the 6th Army. The man standing to Halsey’s right three people away in the front row with only his cap visible above Percival’s is VAdm John S McCain.
Note also the battleship USS South Dakota in the background.
