The caption reads "Johnston off Seattle or Tacoma, Washington, United States, 27 Oct 1943". If you look in the background above the bow between no.1 turret and the bow number, a building called the Smith tower is clearly visible, which means the ship is undoubtedly in Seattle, not Tacoma.
