According to the United States Library of Congress, the Gerald R. Ford Presidential Library and Museum inferred that the map was created by Mitsuo Fuchida, and that Fuchida had written both the English and Japanese scripts on the map.
An enlarged photograph of this map was used for Fuchida's briefing of Emperor Showa on 26 Dec 1941. This map is preserved at the Library of Congress on a 80-centimeter by 61-centimeter sheet. A tear on the right side of this map is mended with tape.
It is interesting to note that the Japanese did not realize that battleship USS Arizona was sunk, possibly due to the thick smoke.
