Cdr Kusaka was the commanding officer of I-400 and surrendered the boat to the US Navy on 27 Aug 1945 northeast of Japan. Cdr Cassidy, former commanding officer of the submarine USS Tigrone, commanded the prize crew that took possession of I-400 on the high seas and sailed her to Sagami Bay. Also seen is Japanese Navy Lt Motoki Hijmn who is acting as interpreter (with binoculars).

The officer on the far right is Admiral Allen Rockwell McCann freshly assigned as Comsubpac

The Japanese commander looks like one tough sailor.

Cdr Hiram Cassedy's name is misspelled. Should be with an "e", not an "i".
(I am his first cousin once removed.)
