This was probably a Navy publicity photo as Bulkeley never served on this boat. For most of its career, PT-64 served with a training squadron out of Providence, RI. At the outbreak of the war, then-Lt Bulkeley commanded PT-41, the boat that transported General Douglas MacArthur from Corregidor to Mindanao in Mar 1942. He also commanded Motor Torpedo Squadron 3 and was awarded the Medal of Honor for actions in and around the Philippines, Dec 1941 to Apr 1942.
Note also the ensign and commissioning pennant flying from the mast and the absence of a radar dome on the mast.
