The Japanese used break-away wooden tail shrouds on torpedoes for shallow water drops (such as Pearl Harbor) so the torpedoes would not plunge too deeply after the initial drop but the United States applied these wooden attachments (also designed to break away) for high altitude, high speed drops to cushion the initial impact with the water and not damage the torpedo (“high altitude, high speed” in this sense means “800 feet, 260 knots”).
