As 'anonymous' says the walled city in the background is Mdina - not Valletta. Consequently the airfield is definitely not Luqa but Ta' Qali (or RAF Ta' Kali).

This picture was taken in Ta' Qali and in the backgroung there is the Mdina Cathedral.

That city in the background is not Valletta but the former Capital Mdina. I can confirm this as I am Maltese.
