I tho k this is mislabeled.
The caption says 1937. The view of kaga appears to have the 3 deck flight deck. I thought she lost that in 1936 refit...

Looks like one of the old Kasuga class cruisers beyond Hiei's fantail. These Italian-built ships (note the distinctive central mast) were disarmed per Washington and were in service as training ships at the time of this photo (as was Hiei).
