General Henry H. “Hap” Arnold was Chief of Staff for the US Army Air Forces. Admiral William D. Leahy was Chairman of the Joint Chiefs of Staff and special advisor to President Roosevelt. Admiral Ernest J. King was Chief of Naval Operations and Commander in Chief of the US Fleet. General George C. Marshall was Chief of Staff for the US Army
